why do people keep bringing up Del Zotto as a possible Vegas target? He's a UFA so I thought he doesn't count towards the expansion draft? Am I just flat wrong there?

yes, you are. If a ufa signs during the "negotiation period" it uses them as an expansion pick. I do think they can still pick players that wont be signed though

I don't see them going after a UFA until July 1. I mean why would you sign a UFA and have it count as your pick if you can pick someone and sign the UFA after July 1.

That is assuming that literally no one wants him. It is the NHL. Kris Russell signed for almost 4 million. I seriously doubt no one would take him.
At that point all you have to do is make the money work. Whether it is retained salary or taking on other contracts. Not sure exactly who you mean when you say "1 bad year of contract has cost recently" but I don't think you can compare a team that would like to get rid of someone to a team that NEEDS to get rid of someone - YuenglingJagr

This idea that we have to actually package something with MacDonald, be it a normal 2nd/3rd, or now this idea of a 1st........I think that's projecting personal feelings about the player and not how GMs would think. Golden rule: always underestimate NHL GMs. Clearly he was coveted a few years ago. Perhaps before this season I might agree with this value assessment. But now? All we hear is what a renaissance year our Mac Attack had, playing on the top pair *vomits* so why is he so immovable NOW? He's signed for 3 more years, he's only 30. Yes, his cost is a tad high. But even then, if we ate $1-1.25 mil, would a team take an all situations, reliable, top 4 defenseman who can play either side, as they see it, for 3 years at $3.75-4 mil? Looking around the league, yes. Flyers aren't desperate to move him either, as you said. Hell, Hakstol likely even prefers keeping MacDonald so he can have his reliable veteran on the backend to chain to a youngling.
