They really are on a 3 year cycle,

year one : miss the playoffs, (change GM every second time, change coach )
year two : unexpected 1st place mainly due to their poor division, knocked off in the 1st or second round
year three : barely make it in the playoff, unexpected third round due to hot goalie and one guy that scores.
