Well, hell, I don't know. CBA says minor leagues/foreign leagues count as pro games.

An accrued season is 40 or more games spent on an NHL roster. AHL games don't count.

I wonder what the exact wording is on expansion. I know 3 years pro, but that's vague, there has to be exact wording.
