I still think Burkes idea is the best solution for this problem, let the player that can make the hit grab the guy who is going to be hit for a few seconds instead of finishing the hit. If the player was hit in that position he would have been delayed at least that long, so I don't see how it would slow the game down any, There'd be fewer injuries, especially concussions, which they're trying to reduce.
