i believe so. However, there's no way the Flames could have added even Bishop's expiring deal without dumping salary, they could just barely add Johnson and Elliott as it was

i dont know if there's a consensus on why the deal fell apart, though. all i know is, my first thought when they got elliott was "they must be having trouble dumping money"

They do, but they're prospects. Drouin is more proven than any of them, is still 21, and carries the tag of being drafted 3rd overall (not that it should matter). You'd be looking at Sanheim or Provorov + to get the conversation started. Doubt the Flyers want to pay that price.
