It does not say that.

The rules the NHL released says that Vegas must select 26 players, and that a minimum of 20 of them must be under contract for next season.

It does not say that.

....if they protect him. There is literally nothing that says that they have to take a different D man over him.

Yes I see that, I read it somewhere else before... As long as you have the required amount exposed at that specific position your RFA are safe
