Raffl is not ideal as a top 6 winger, but he is a capable player who can reasonably put the puck in the net when chances are created for him. The focus should not be on looking at each line, but looking at the entire team picture. If Raffl is on a top 6 scoring line and you have depth through out the team, then you can have players like Raffl who is a solid two way player, in that spot. When you don't have enough skill and speed in the lineup, then having a player like Raffl doesn't cut it, and the weaknesses in the lineup are amplified.

yeah, when giroux and voracek was clicking raffl was more than fine.

when youre paying two guys 8ish million, that third guy on the line is going to have to be someone who isnt ideal as a top 6 winger.

We pretty much do. But it's not because of systems or that we want to take low % shots from the blue line. It's because every other team in the league just always force us to, and it's out of our hands.
