So the PP and PK are both the most likely situations where scoring will occur. They are both high leverage situations, so wouldn't it make sense to use your best players in those situations? They will have a greater impact on the game if they log those minutes instead of getting 3 more minutes of even strength time. It's similar to managers bringing in their best reliever to face the middle of the lineup in the 8th then letting the setup man close the game in the 9th.

What perplexes me most is how the Flyers go out of their way to avoid having their 4th line end up on the ice against top lines, but then they put out 4th liners to matchup against opposing top lines when they have 1 less player. It just doesn't make any sense.
