This year's first buyout window started June 15th. The last expansion draft was held in June, prior to the 2000 entry draft. I would imagine that the NHL would have the buyout window happen before the expansion draft to allow teams to get their rosters finalized before they had to make hard decisions, ie: who to protect/not protect.

Buyout Period
The buyout period begins the later of June 15 or 48 hours after the Stanley Cup Final ends. It concludes on June 30 at 5 pm EST.

The 30 NHL Clubs must submit their Protection List by 5:00 P.M. ET on Saturday, June 17, 2017. The Las Vegas team must submit their Expansion Draft Selections by 5:00 P.M. ET on June 20 and the announcement of their selections will be released on made on June 21.
