What I think you may be overlooking is that nobody is necessarily saying he's going to be great, but more that he carries very little risk (which gets diminished down to next-to-nothing, for teams with lots of cap space). He is a free asset that costs only cash and will have a contract that is largely bonus-laden. If he totally sucks, the team that signs him is only stuck with him for 2 years.

Is he any sort of guarantee? Hell no. But the risk/reward ratio is extremely favorable.

It appears his own self worth is only matched by his arrogance. 24 years old which in today's standards is a beginning of a players peak performance time.
