the team has medical staff to make it easier on everyone, available resources ready to treat common sports injuries who are dedicated to your treatment and recovery.
In most cases this would be/is better than general care anywhere else but when it comes to more serious cases, many athletes seek treatment from specialists from all over the world.

They're paying medical professionals to check their health and they said (and he agreed) that he was healthy before he went off and had surgery?

Medically cleared for practice is totally different than medically cleared for a game.

Per Chris Johnston on February 26, 2016, Jared Cowen was activated from the Injured Reserve list by the Leafs.

A Player placed on the Injured Reserve List will be ineligible to compete in NHL
Games for a period of not less than seven (7) days from the date of the injury, illness or disability for which the Player was placed on the Injured Reserve List. A Player will be eligible for activation to play in NHL Games beginning on the 8th day following the date of injury, illness or disability for which the Player was placed on the Injured Reserve List or any day thereafter that the Player is medically cleared to play by the Club physician. The Club must notify Central
Registry, the NHLPA and the Player, in accordance with Exhibit 3, of its intent to activate a Player who is on the Injured Reserve List, or to remove the designation of Injured Non-Roster, prior to the Player playing in an NHL Game by way of a verification signed by the Club physician, and countersigned by a Club executive, attached as Exhibit 28-B.

Per Exhibit 28-B of the CBA, which as noted above is required to bring a player off IR:

It is my determination that as of this day ____________[date] the Player________________ (Player name) on_____________________(Club name) is not disabled and is able to perform his duties as an NHL hockey Player, which duties include playing in NHL Games.

Please activate the Player from Injured Reserve or remove his designation as Injured Non-Roster status, as appropriate.

Looks to me like he was on the road to recovery based simply on the fact he was taken off IR prior to the deadline.

Not relevant. He elected - based on a medical assessment which he personally got - outside of and without consulting team medical staff to get surgery - which circumvented a buyout. Why avoid this step unless you have something to hide? Does not matter who knew what - circumstances and avoidance here are not refutable.

No, a team can acknowledge they are trading for an injured player and waive any grievances as a result.

Facts aren't supporting your arguments today. In order for a player to come off IR, the team physician (per my post above) certifies the player can return to NHL action, including practice and games.

I gotta be honest, if I'm Lou and Co. I take my post 8th from the top of this page, print it, hand it to the Arbitrator and walk out of the room.

Case closed.

NHL front offices obviously make trades based on info on this site, why not arbitration hearings too?
