So if Hayes base was 900k without bonuses that he apparently didn't get, does that mean the minimum % increase, is based off that 900k? |

I believe so. You have to qualify that player at 10% above their base salary or something like that. But once a player declines the QO, you can offer anything to them even if it's below what they made the year before. |
