The tough guys aren't there to scare each other, they are there to scare everyone else. They benefit the game for a ton of reasons.

Coaching matchups change.
A few less elbows in a game.
A few less cheap shots from "not tough" guys.

If one guy gets punked on any team and nobody stands up for him. The game is LOST.

One tough guy backs up your player and mixes is it up, no momentum swing down but a chance for a momentum changer.

Honestly you can probably find a better example then that play. As much as i hate Montreal and that play it's hard to call that a legit cheap shot. Reimer was out of his crease and Gionta tryed to squeeze through a tight space and caught him.
