F. Tyutin looks like a perfect #5/6 with maybe Zads. Great at shot suppression but not much of a shot generator...which is want you are hoping from with Zads

That fits, Barrie and McKinnon on the high end will eat up 13m. Kick a mill to Pickard and Grig and something like 625k to Siemens. Keep the change.
