let's assume the Leafs were to go over the CAP by 10% during the summer... what is the impact? fine?

cause if its just a fine then good - less "transfer payments made to other teams"

I don't think a contract would be approved by the league if it put a team beyond the cap restraints.

As far as I understand any team can do that, just so long as they get under the cap by the start of the season.

Leafs need Subban more than Stamkos..
That said, both would be ideal.

I think they need both equally but one costs about 10 million and the other about 9 plus several high picks/prospects/players..whatever the Habs ask is. So Subban doesn't actually help the team more than Stamkos when you take all things into account.

They can't tank now, they can't send Marlies down if they're playing too well like they did last year. But they'll be a lot of movement happening because of expansion, and they're in a position to take advantage.

You can only intentionally tank once . Edmonton isn't doing it on purpose. The management was just that bad. They don't have to go out and get stamos and subban..... thats not tanking. Go with the roster of the youngsters you have and see where it takes you. Next year use assets to upgrade the blueline
