The problem with Quebec is ecconomics, with the cdn dollar so low it's hurting their chances. And also location. Already unbalance east/west adding to the east just doesn't make sense in terms of division ect.

I doubt expansion as well - I think the chances of Carolina losing their franchise is pretty strong. They are leaking money and have little support. The owner is desperately trying to find a 49% partner - fat chance. The best place to put them would be TO for a second team - but Quebec is much more likely.
