You can tell how good someone will be by watching them play.. The KHL is the second best league in the world and he's a star in that league.. He was one of the best defencemen in the WHC too.

No. You have no idea until he hits the ice in the NHL. There have been many, many players tear up the KHL and other Euro leagues, only to fail miserably in the NHL.

I believe it does up until they are near the cap ceiling and i don't believe there is ltir during the summer months but there is a 10% overage on the cap.

Teams cannot reacquire players they trade after Jan. 1, 2017 prior to Jan. 1, 2018. This is to prevent teams from entering arrangements to “hide” players from the expansion draft. There will likely be a lot more guidelines as part of this rule.

Teams have to expose at least two forwards and one defenceman who have played either 40 games in the previous season (2016-17) or 70 games in the previous two seasons (2015-17). Teams can only lose a max of one player.

The expansion team must select players that have a total value of between 60 and100 per cent of the 2016-17 salary cap.

The expansion team can’t buy out anyone it picks in the expansion draft until the following off-season (2018).

The types of players that will be protected from selection in this draft are futures. Lupul will need to play 24 games to qualify - if he does - he will be exposed for sure. The players that the Leafs may lose - forwards will be Gauthier and Lindberg neither of which would hurt too much. On defense - they could lose Stuart Percy and Valiev - I would think that the Leafs have less to worry about than others at this point.

I'd really like to know what Bill Watters thinks about this. He seems to be the all knowing expert
