I think its percent of revenues. So depends on how large the variance is in revenues between teams. I'd assume if that hits even 30% that you would get a few teams that are budget teams. But depends on Union negotiations. Think its 50% about of hockey revenue. So its possible to have every team profitable at cap spending, but that would imply the players union isn't negotiating a good deal. New York/chicago teams would be making a killing.

Especially under NHL system where its a very hard cap. NFL/NBA have a lot of ways to spend over the cap (Signing bonuses etc).
