See, I'd agree with E.Staal at the right price, but not to play C. I really feel that this is the year that Zibanejad takes a great big step forward.

As mentioned, I have fears that signing Staal would come at the cost of Hoffman. However, in an ideal world, I think Hoffman, Staal, and MacArthur along the left side is fine.

I'd almost be tempted to leave Lazar as the 4C, as he's struggled to do much on the wing. I'd be tempted to see if Smith is able to play on his off wing while playing with Pageau. They had good chemistry last year. I don't expect totals from last year from either player. However, if we can get:
-35 points from MacArthur on the 3rd line ( well below his average, but he is coming back from injury, and on a lower line )
-40 points from Pageau ( a decrease from last year coinciding from not playing with Stone, and a decreased role )
-Just under 20 goals / 30 points from Smith ( drop off in goals and points for obvious reasons )
I'd call that a solid 3rd line that provides some solid scoring depth. Lazar, Paul, and Neil on the bottom is not going to see much ice, but they can grind okay.
I don't think that is happening though. I really don't. The cap space is there. The spending isn't. Stall is going to want a contract to carry him to retirement, and he's going to want to cash in while his name still carries weight. He's a UFA obviously, so his contract will be inflated. Right now, not a lot of people see the Sens as potential cup favorites ( or any ) and Staal will probably want to sign somewhere he has a chance for another cup. I see nothing about this that would make sense.
