NHL has known for a while Edmonton won't finish 30th again, so they have kept changing the rules to make sure they pick first with a 'fair' lottery. This year, after McDavid they thought Edmonton would challenge for a playoff spot but ultimately would fall short, so, in true fashion, the NHL made sure every team who doesn't make the playoffs has a shot at 1st.

Thus, again, Edmonton shall pick first this year
