I'd say a lot more than "occasionally". Outside of the Vanek trade, I can't think of a whole lot of truly bad moves. (Hell, even the Vanek trade worked out pretty well, it just looked bad because they paid a lot and couldn't resign him) I think a lot of those garbage signings (Reasoner, Mottau, Pandolfo, etc...) were purely a lack of being able to sign anyone better. He almost never makes a bad trade and he's made some really shrewd signings/waiver pickups.

I know not everyone loves him, but most teams would kill to have an affordable, quality third pairing defenseman like Hickey.
