pretty much the only one that's being added is the airport which probably should have built the first (frank)ing one they ever built.
they're basically making the system actually reliable which is good.
they forecast $5.5 billion which ill probably mean it ends up costing around 10

I will never understand cities that build a massive airport 40 minutes away, never build a train track to it becasue it would cost $500 million but instead decide to spend over a billion dollars to revamp an old decrepit airport situated on prime real estate and then destroy the other airport and rename the decrepit one after the nutjob who hatched the zany plan for the other on in the first place. - dt99999
