from what i understand from reading them is that unless you are 1st in your division or win the cup, they just rank you based on points earned in the regular season. i'm not sure what happens to the cup finalist, if they have the 29th pick, or if they get ranked based on their points if they weren't 1st in the division. that part is left out

That's what I thought too but the "next preceding season" part in rule iii is talking about the playoffs apparently. So it means the conference finalists in the playoffs. I just wish there was clarification one way or the other because I hope you are right.

Entry Draft Order
The order of selection among the Member Clubs in each season shall be determined in the following manner:
A composite of all Member Clubs shall be prepared by placing:

the wording of that is ridiculously over-complicated. The 4 conference finalists get picks 27-30, the other 12 playoff teams are ordered based on regular season points with division winners picking last out of those 12.

I'm thinking that pick will end up being ~23 at best.

If a team feels they can get a player as good as the players ranked around their pick position, then why not trade that pick for another and get an additional asset?
