If we pay anything more the 3, I see a Moulson situation in that his production will not meet his cost, not as bad as matty, but I don't think he's worth 4, 4.5

Nope, trades will be announced for the next 60-90 minutes. GMs often don't want to tip their hands and don't announce until after the deadline. This is the NHL, there are no "real" rules

Yeah, the "rule" is the trades has to be submitted to the NHL by 3pm, but often, it doesn't come out a while after that, as they inform the players, etc.....
