How is a punch a match penalty but a cross check to the head isnt ?

Both should have gotten two minutes and nothing more.

That is a dangerous approach for refs because he should have taken into account the butt end to Simmonds face a few mins earlier.

The game should be called on the play at hand and in that case McDonaugh should have gotten 2 mins for a cross check and Simmonds 2 for a rough.

That one player get a 4 min penalty and the other got a match penalty is embarrassing for the refs.
