I believe, depending on your income level, you should at least get a portion of that when your taxes are done, especially if you can claim losses.

Depending on her tax bracket she will be getting a big tax return then. Let's say 25% tax bracket, she just paid 60%. She will be getting 35% of that 9k back in 2016. They just take a lot out of winnings/lotteries up front so people don't blow it and owe the IRS big money which they might never see again in their life or earn from a salary.
