Solution: Import Japanese honey bees (Apis cerana japonica). Here's a vid of them in action against a "murder hornet" scout:



For those who haven't unmuted the video, instead of sting it, the bees surround the hornet and begin vibrating their flight muscles, which produces heat that they can tolerate, but which cooks the hornet to daeth.
