They're owned by the league and lose them a great deal of money on a yearly basis. Bettman's wasted millions in legal fees keeping them in Arizona after the bankruptcy and they still owe Gretzky and other creditors millions upon millions.
The Penguins were in serious financial trouble until they drafted Crosby. You don't think Bettman sees this as a chance to make the Coyotes a viable franchise and cement his legacy as the man who made hockey a viable pro sport across the US? - 1979AD

But they will still not be profitable, even with C McD
The losses that will be mitigated won't equal the overabundance of revenue that the Leafs will generate with a talent of that calibre, in my opinion

Arizona will never make money. Ever. This is a league where over 1/3 loses money every single season.
If we're talking the concept of a rigged lottery for financial gain for the league, there's nothing to discuss. The revenue from McDavid jersey sales alone in Toronto would eclipse the boost in all revenue sources combined were he in Arizona (if there would even be a boost, which I have doubts in).

Jersey sales from McDavid would likely = the same as jersey sales from all other teams combined in that season.
