If I'm the Leafs and I am truly committed to a draft and develop phase for the next few years and was committed to trading the core I'd consider something like Richards, 1st rounder, good prospect for Phaneuf.

The Kings would have to pay a steep price to move Richards, correct. Look around the league at similar deals .. 2nd round picks or good young player/prospect to take a team's baggage. Richard's though is huge baggage in terms of contract.
