Because he has an injection of cash from the sale/Barclay's Center? There is more money coming in and he's seeing the product on the ice improving after spending some coin.

He's a businessman and it's not that difficult to see that this team is trending upwards and could be lucrative to invest in.

Don't recall anyone bashing Garth for his drafting(I've stated many times he should be our head scout)....the knocks on him were all related to how he did all the OTHER aspects of his job, i.e Hiring Capuano, signing Strait/Rolston/Reasoner/Boyes, etc.
We all knew the kids would develop—some are exceeding expectations—which for once is a lucky break for the team.

So much so thatCharles & Garth walk the halls of the Coliseum pushing fans out of their way. There was a time when Charles paid someone good money to shove people for him. I kinda like this new "hands-on" attitude they've adopted.

Maybe that's where they saved the money to spend on players this year???
