It's not the action of him going to Columbus that's ironic, it's him being there that's ironic. For crying out loud. You're still stuck on it having to be centred on an action. It's in the (frank)ing name, situational irony. The situation of him being in Columbus would be ironic.
The situation, can be an outcome of an action that was expected to have a contrasting one, or simply the expectation of a state of affairs that developed in contrast to said expectation.

We're arguing because we're choosing to view it on different scales.
I agree with you if you want to break it down into a bunch of separate events then no, none of them are inherently ironic on their own. However, irony can be present, when you look at the big picture. Where in, Yakupov was not expected to end up in Columbus (given that they lost the lottery). Him ending up there creates irony.
