that broken windows theory basically says if a window is broken in a neighbourhood, then people will assume it's a derelict area, and crime, poverty etc will quickly move in. basically a self fulfilling prophecy.
not meant to be taken completely literally, but you understand the gist and what it's trying to achieve. it's not anti crime legistlation. it's anti poor legislation
