Now I don't follow the Oilers management and systems all that much but didn't the Oilers already have a farm team and development system in the Springfield Falcons before that? And hasn't Stu MacGregor been the director of amateur scouting since 2007 while Morey Gare has been the director of pro scouting since 2008? Please correct me if I'm wrong.
But otherwise, no, I'm not exactly talking about that kind of stuff. I was referring to making changes from their drafting/development philosophies.
I'm really not a big fan of the Oilers seemingly favoring Oil Kings players. Just like I'm not a big fan of the Habs seemingly favoring French players. Whether or not they are homers is not exactly a quality I would weight very highly in a scouting process.
Even worse is the fact that 2011 2nd round (#31 overall) bust David Musil has his Dad on the Oilers amateur scouting staff. That just screams CoI which is a disease any quality scouting organization needs to rid itself of.

You asked whether the Oilers had had a top 10 prospect pool in the last 5 years.
I.E. 2010, 2011, 2012, 2013, 2014
Shouldn't the massive changes they made in '07 and '08 have a lot to bear on a strong prospect pool 2-3 years later?
I'm not a fan of them favouring Oil Kings players. That being said, they've only drafted two Oil Kings in their history, and there's not really anyone around those picks that they've appeared to have "missed out on".
I wouldn't call Musil a bust, but point taken.
