If that was the goal of an NHL team, that'd be great, Leafs would be #1. But the goal is to win games, and win titles. Toronto is probably 10x more profitable and popular than Tampa, but Tampa is far more likely to achieve anything actually hockey related in the near future.

The current system can't last forever. They will either have to get rid of the cap in favor of a luxury tax type system, or implement real revenue sharing.

I'd put the odds on the latter. I mean who wouldn't want the Leafs to subsidize better run teams to beat them.
