At least hockey players (usually) only get arrested for being disorderly drunks, not for killing people, dealing drugs, or other firearms-related offenses.

Spend on who? The point is that the Flyers will spend up to the full cap amount. Hexy said that they are "happy" with the team he's got right now. So, Yes. Reading between the lines... The UFA were asking too much, and the trades were lop-sided. Hexy is looking to upgrade, and no options are there. If they had money to spend, other piece of the team would be missing.

That part is the key. He hasn't been a 20 goal scorer since 10-11 and seems to miss a lot of games (which contributes to him not hitting 20). I would still like the signing as I think he still has a lot of skill and even if he can't score, I like the speed he provides.
