Why is he dumb? Maybe the Pens sold him on their plan, and that extra 1.5-2mil will be used in another deal? Some people look at more than money... sometimes athletes just want to win on a good team. Plus, he already got a huge buyout amount... he doesn't need the money.

As far as "affecting the FA landscape."... well.. screw it. He's doing what's best for him. Who cares about everyone else.
