Why the (frank) is he quoting a scouting report from 2004 about him?

That would be like

OMG SIGN THIS GUY!

Kostitsyn is an excellent puck-handler, with above-average speed. What sets him apart from other players is his ability to handle the puck at top speed. He has good hockey sense, although like most players his age he needs to work on playing without the puck.
He is also blessed with a quick release and heavy shot. The biggest thing that kept him out of the top-five in the 2003 NHL Entry Draft were health concerns.

For me there's no doubt when Sidney Crosby, Bobby Ryan, and Jack Johnson are the only guys taken in front of you in your draft class that means you have a lot of natural skill (world class). It's unlikely he'll ever get to reach that -- but has a few things you can't buy - speed and size. It's also a big thing that he WANTS to play here. I think bringing him in is a great fit but hopefully not the "big move(s)" we're hoping for this week
