Matt Niskanen spoke to the Penguins and will make himself available on the free-agent market on July 1st.

Lecavalier is owed a 2M bonus this July 1st. Everyone knows we want to move him and Hextall is somewhat handcuffed being at the cap ceiling already. Don't know if the current CBA allows a team to pay the bonus to a roster player prior the bonus date (July 1st) and trade him right after. Basically we pay the bonus before it's due, the new team acquires Lecavalier saving a cash payment (not the cap hit) giving Hextall liberty to make possible moves.

There's no rule against that as far as I know. And if the signing bonus is an issue, just wait to make the move until after it's paid.

That's also a possibility, we can go 10% over the cap and move contracts before the season.

It handcuffs the GM now no ? IF a possible deal can be made now before the draft , for picks or moving up in the draft, or a trade for Del Zotto for example, and we can't move Vinny after that's playing with fire. Or the return for him would be less if all other 29 teams know we are over the cap ceiling. Unless you sign a postdated trade contract pre-draft with Vinny and his new destination team I guess...
