what if instead of ducks she had a breakdown, you're still responsible for keeping a safe distance from vehicles in front of you specifically in case of an UNEXPECTED stop.

Dan, on some level you are right...but still, you gotta admit she was dumb to stop, and it not inconceivable that the guy did not have enough time to react due to the lady's dumb ass move. If he's going 140, then he's got part of the blame too...but so far I have seen nothing indicating this.
