I don't think he's a 3rd liner and if you look back, the Pens always find a way to make it work as do the Flyers and Rangers. Why the Rangers wanted St. Louis over Callahan I don't know, it's not like them to NOT pay a player.

Pens go more for rentals than signing guys to peak ufa contracts, and the flyers and rangers are perennial Conference Finals hopefuls. Rangers might have a shot this year, but they decided Callahan wasn't worth the scratch, of course.

If Callahan was willing to sign a 3 year deal here, I'd welcome him with open arms. However, the Sabres aren't Detroit, with the ability to convince players to do that.
