they want to run the league discipline office like the (frank)ing supreme court by appealing to precedence's and similar past infractions when they should take every case on it's own merits looking to the history of the individual involved and judge the intent to injure of each case

personally, i think the intent to injure part should hold the most weight when handing out fines/suspensions

When I golf I try to keep my extra tees in the cart because if I put them in my pants pocket they poke into my leg and sometimes it hurts.

I asked Joe Colborne if he wants to have a weight competition over the summer and he said no I don't like waiting. I don't think he gets it.

For spears and head hunting and the like, yes. It's a little more difficult when you have guys like Kassian flailing their stick around and breaking jaws.

careless use of the stick is going to injure to it shouldn't be that difficult to hand out discipline

It seems the league takes into affect the actual injury, if any, into account when handing out suspensions. I think it should be on the act and intent as you suggested.
