Hire based on the need. If you can't understand the secondary language then you don't go to that doctor.

Are you saying that it is only the 60% that are having issues getting the attention they need?

You hire what is avaliable if it is english only doctors, then let them deal with the people that can understand it and move the billingual ones that were dealing with the 40% to the 60% areas of the province.

More doctors can only help.

No, I'm saying 60% of the population doesn't speak English, so asking them to see an English doctor is not an option.
Anyway, we're just talking, since we have absolutely no problem hiring doctors, French speaking doctors.
Plus, seing a doctor is very private and important, being able to do it in your own language is basic IMO
