Why do you think that might be the case?

It's a vicious circle. There's too much job to be done and not enough people to get it done, so people either chose other careers or go elsewhere to practice(more the case with Doctors). The PQ did a huge error when they sent a lot of Docs/nurses in early retirement to save money. But I don't think that's the sole reason. The Baby boomers are all retiring, the hospitals don't hire enough, and instead of cutting in the bureaucracy, they cut into services.

It's not easy to be a nurse nowadays in Québec, there's an increase in burnouts due to the charge of work....
