He's a political animal, he has everybody with him and everybody against him...and wins, because he plays them like a fiddle. He won the most Muslim area of Russia despite his Orthodox stance, how? He offered them something they want...anti-gay laws and the ability for each confederate (state/province) to dictate their own policy on the matter). He's an evil, but savvy (frank)er.
