All bowls have conference tie-ins besides the BCS Championship game. For example the Fiesta Bowl has an agreement with the BIG XII that if the conference winner isn't in the Championship game (then they can pick #2 in the BIG XII) they will play in it unless the winner sucks. So if Baylor wins today they are in it. Then the Fiesta Bowl committee will invite the next best (or popular) team eligible.
