Seriously, if I'm the NHL...why do I go to Quebec now, when I know they'll take any team, at anytime... Get others to pay expansion fees for cities that are willing to pay now...once those cities fail miserably relocate to other cities trying to ride a wave (and get their money too) when they realize that they are failing too, then and only then do you send the team to Quebec.

Remember the NHL is run by the commissioner, hired by the owner...and expansion and relocation means a lot more money than any sold out arena...they want to maximize their $$$ not the league's wellfare...

So Quebec will wait...and wait...
