Nailed it, there are already teams in every major market in Canada. I'd love an NHL team here in Sask, but it would be idiotic for someone to try to make it work.

I think the speculation is based on that there is that new arena there and is a suitable venue for an NHL team. It's just that no one wants to own that NHL team there at the moment
