Because they are "shot attempts" and not shots on goal. That chart makes it look like the SOG were 50-20 but they were a little closer at 39-30. Pens also got a majority of their shots in the 1st and after that is when the panthers took over.

You won't get quality shots when you have the puck for 2 seconds. And that article you posted had a giant part about how meaningless many stats are.
