Removing the helmet is Unsportsmanlike Conduct. I think the Protective Equipment penalty is for having equipment that isn't covered by your uniform, i.e. having your sweater tucked in so the pads are exposed. The thinking is having the uniform over the hard plastic will lessen the impact.
