NY State is just as bad too. My wife has worked for the State for 17 years and you have no idea how much money is given away by hiding it/shuffling it around between different agencies.

Basically NY State spends money each year until their coffers are empty. This way they are "justified" when it comes to getting Federal/State funding the following year.

If they don't spend it they don't get it the following year, regardless if they even need what they are buying.

As far as Gov't budgets go, the rule of thumb has always been: Ask for 3x as much as you need because you will only get 1/2 of what you ask for.
